THE King has been pleased to direct letters patent to be passed under the Great Seal, granting the dignity of a Baron of the United Kingdom of Great Britain and Ireland to the Right Honourable Percy Clinton Sydney, Viscount Strangford, His Majesty's Ambassador Extraordinary and Plenipotentiary at the Sublime Ottoman Porte, and the heirs male of his body lawfully begotten, by the name, stile, and title of Baron Strangford, of Clontarf, in the county of Dublin.

MEMORANDUM.

His Majesty has been pleased to approve of the 41st Regiment of Foot bearing on its colours and appointments, the word

"Niagara,"

in commemoration of the distinguished gallantry displayed by the Regiment in the capture, by assault, of the American Fort Niagara, on the 19th December 1813, and also by the Flank Companies of the Regiment in action with the enemy, on the 25th July 1814, at Lundy's Lane, near the Falls of Niagara.

His Majesty has also been pleased to approve the 82d Regiment of Foot bearing on its colours and appointments, in addition to any other badges or devices which may have heretofore been granted to the Regiment; the words

În commemoration of the distinguished conduct of the Regiment in the battle of Vimiera, on 21st August 1808; at Vittoria, on 21st June 1813; in the Pyrenees, in the months of July and August 1813; at Nivelle, on 10th November 1813; and at Orthes, on 27th February 1814.

MEMORANDum.

HIS Majesty has been pleased to grant per mission to the 24th Regiment of Foot to bear on its colours and appointments, in addition to any other badges or devices which may have heretofore been granted to the Regiment, the words

"Salamanca," and
"Vittoria,"

in commemoration of the distinguished conduct of the 2d Battalion of that Regiment at the battle of Salamanca, on 22d July 1812; and at Vittoria, on the 21st June 1813.

His Majesty has also been pleased to permit the 60th Regiment of Foot (or the Duke of York's own Rifle Corps) to resume the motto,

"Celer et Audax,"

which was formerly borne by that Regiment, in commemoration of its distinguished bravery while employed with the British Army in North America, under Major-General Wolfe, in the year 1759.

WHEREAS by an Act, passed in the fourth year of His present Majesty's reign, intituled "An Act to authorise His Majesty, under certain 1824.

"circumstances, to regulate the duties and draw"backs on goods imported or exported in foreign "vessels, and to exempt certain foreign vessels "from pilotage," His Majesty is authorised, by and with the advice of His Privy Council, or by His Majesty's Order or Orders in Council, to be published from time to time in the London Gazette, to authorise the importation into or exportation from the United Kingdom, or from any other of His Majesty's dominions, of any goods, wares, or merchandise which may be legally imported or exported in foreign vessels, upon payment of such and the like duties only, and with the like drawbacks, bounties, and allowances as are charged or granted upon similar goods, wares, or merchandise when imported or exported in British vessels; provided always, that before any such Order or Orders shall be issued, satisfactory proof shall have been laid before His Majesty and His Privy Council, that goods, wares, and merchandise imported into or exported from the foreign country in whose favour such remission of duties, or such drawbacks, bounties, or allowances shall be granted, are charged with the same duties, and are allowed the same drawbacks, bounties, or allowances when imported into or exported from such foreign country in British vessels, as are levied or allowed on similar goods, wares, and merchandise when imported or exported in vessels of such country: And whereas by an Act, passed in the last session of Parliament, intituled "An Act to indemnify all persons con"cerned in advising, issuing, or acting under a "certain Order in Council, for regulating the cr tonnage duties on certain foreign vessels; and "to amend an Act of the last session of Parlia
