The committee met, pursuant to notice, at 10:15 a.m., in room 3110, Dirksen Office Building, Hon. J. Bennett Johnston, presiding. Present: Senators Johnston, Matsunaga, and Melcher. Also present: James P. Beirne, counsel.

OPENING STATEMENT OF HON. J. BENNETT JOHNSTON, A U.S. SENATOR FROM THE STATE OF LOUISIANA

Senator JOHNSTON. The hearing will come to order. This hearing has been scheduled to consider H.R. 3756 and H.R. 3758, measures affecting the trust territory, Guam, the Northern Mariana Islands, Virgin Islands, and American Samoa.

There is an extensive agenda before the committee, and in order to facilitate consideration of the various issues, I would appreciate it if all witnesses for each panel would come to the table together and sit as a panel.

All statements will be made a part of the record and printed in their entirety so no one will be permitted to read their statement. We will approach each title, section by section and prior to any questioning, I would appreciate it if each witness would briefly state his or her position.

While I appreciate that many of you have come a long distance to be here and would like to read your statements in full, I assure you that I will read them and will carefully consider your arguments. For the purpose of this hearing, however, I think a dialog will be more useful to everyone.

Copies of the legislation and the departmental reports will be made a part of the record at this point.
