All actions and proceedings pending in the superior court of the city of New York, the court of common pleas for the city and county of New York, the superior court of Buffalo, the city court of Brooklyn, the circuit courts and court of oyer and terminer in the several counties of this state, on the first day of January, eighteen hundred and ninety-six, are hereby transferred to the supreme court for hearing and determination by said court, in the several counties in which said courts in which said actions and proceedings shall then be pending, have heretofore existed, and all actions and proceedings pending in the court of sessions in the several counties of this state, except the county of New York, are hereby transferred to the county courts in the several counties in which said actions and proceedings shall then be pending. §3, chap. 946, L. 1895. In effect June 1, 1896. AN ACT to repeal certain acts and parts of acts. The People of the State of New York, represented in Senate and Assembly, do enact as follows: SECTION 1. Laws repealed. Of the laws enumerated in the schedule hereto annexed, that portion specified in the last column is repealed. Such repeal shall not revive a law repealed by any law hereby repealed, but shall include all laws amendatory of the laws hereby repealed. § 2. Saving clause. The repeal of a law or any part of it specified in the annexed schedule shall not affect or impair any act done or right accruing, accrued or acquired or penalty, forfeiture or punishment incurred prior to the time when this act takes effect under or by virtue of the laws so repealed, but the same may be asserted, enforced, prosecuted or inflicted as fully and to the same extent as if said laws had not been repealed; and all actions or proceedings, civil or criminal, commenced under or by virtue of the laws so repealed and pending on the first day of June, eighteen hundred and ninety-six, may be prosecuted and defended to final effect in the same manner as they might under the laws then existing unless it shall be otherwise specially provided by law. §3.
