But in case any city, village or town shall have and maintain a system of waterworks withi sufficient pressure for fire purposes with one or more hose companies of not less than ten active members, each having not less than five hundred feet of sound rubber, leather or other hose, with one or more hose carts kept fit and ready at all times for actual service, such city, village or town shall not be required to maintain a fire engine and the fire department shall be entitled to receive the two per centum named in this section. CHAPTER 33.

AN ACT to appropriate the sums of money

therein named to the Wisconsin Industrial School for Girls.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SECTION 1. There is hereby appropriated out appropriation of any money in the general fund not otherwise maintenauce

of institution. appropriated, to the Wisconsin Industrial $10,000 for School for Girls, the following sums of money: central lightfor the repair of buildings and care of property ing plant. belonging to the state of Wisconsin, and occupied by said school at North Point, in the city of Milwaukee, during the ensuing two years, namely, 1899 and 1900, the sum of six thousand collars; for the erection, construction and furnishing a central heating and electric lighting plant complete, the same to include the necessary power house, smoke stack, necessary excavation, plumbing and apparatus, for the purpose of heating and lighting the buildings upon the land and property belonging to the state of Wisconsin and occupied by said Wisconsin Industrial School for Girls at North Point aforesaid, the saim of ten thousand doilars; provided, however that the plans and specifications for said central heating and electric lighting plant shall be first submitted to the governor and secretary of state for their approval.

SECTION 2. A correct account shall be kept by Account of the managers of said school, of the expenditures pended to be of said sums hereby appropriated, and the same ported. shall be reported to the governor and legislature in the next annual and biennial reports of said school.

CHAPTER 34.

AN ACT to authorize the appointment of a board

of trustees of homes for dependent children.

The people of the state of Wisconsin, represented in

senate and assembly, do enact as follows:

SECTION 1. In all counties in this state county board empowered to wherein there has been established a home for de. appoint four Torites of office pendent children, the chairman of the county of.

board is hereby authorized and empowered to appoint four persons as trustees of said home, no more than two of whom shall belong to the same political party. The terms of office of said trustees shall be one, two, three, and four years respectively from the fifteenth day of March 1899, and thereafter when the term of office of any trustee shall expire, his successor shall be appointed for the term of four years. Any vacancy occurring shall be filled for the unexpired term.

Such trustees shall receive no compensation. Duties of

SECTION 2. Such trustees when appointed and qualified shall have entire charge of the management of said home, and may make rules and regulations for its government. They shall report their doings to the county board quarterly and at such other time as the board may direct. They may be removed from office, for misconduct or neglect of duty, by an affirmative vote of a majority of the members of the county board; but only after hearing and an opportunity to be heard according to the usual mode of procedure.

CHAPTER 35.

AN ACT to amend section 289, chapter 19 of the

Wisconsin statutes of 1898 relating to proposals and contract for purchase of stationery.

The people of the state of Wisconsin, represented in

senate and assembly, do enact as follows:

SECTION 1. Section 289, chapter 19 of the SuperintendWisconsin statutes of 1898 is hereby amended by property to striking out in the sixth line the words "and Chi- ples for cago" so that the said section when amended to advertise in will read as follows: Section 289. Preference shall always be given to any bidder residing and doing business in this state if the bid of such resident bidder shall be as low, freight added, as that of any other bidder not doing business in this state.
