IN PARTY PRINCIPLES EDITED BY STUART LEWIS PROFESSOR OF GOVERNMENT, NEW JERSEY LAW SCHOOL; PREFACE Books of collateral readings and materials as supplements to texts have found their way into college courses and have demonstrated their merit. They have been particularly acceptable in institutions which suffer from the lack of extensive library facilities. I have endeavored to compile such a book of readings for courses in party government, and believe that it will fill an existing need, as the only book of readings on the subject is not of recent publication. I have followed the chapter divisions which I used in my recently published text on "Party Principles and Practical Politics," and thereby have provided the courses which have adopted the earlier text with a book of readings which should make it necessary to assign but little other outside work. I have not provided much material for the chapters concerning the history of political parties, as the standard books of readings in American history cover this field suitably and are available in all college libraries, in case the instructor decides it is wise to spend more time on the historical aspects. In gathering the material for the chapters on the functioning of politics, I have endeavored, so far as possible, to include matter of a practical nature, including therein publications of party committees, in the belief that, in most cases, the material so gathered would not be obtainable elsewhere in the college library. I am indebted to many officials of party committees, who have responded to my requests for assistance. Thanks are also due to those who have permitted the use of a few copyrighted articles, for which just credit is given at the proper places in the following pages.
