§ 30-75. Joint general laws subcommittees.-The chairmen of the General Laws Committees of the Senate and the House of Delegates shall appoint subcommittees which shall hold hearings pursuant to § 30-74. (1978, c. 511.)

§ 30-76. Recommendations.-Following any such hearings conducted pursuant to § 30-74, the joint general laws subcommittees may make such recommendations as they deem appropriate to any State regulatory body or agency, or to the General Assembly for legislative action. (1978, c. 511.)

§30-77. Performance reviews. From time to time, the regulatory agencies specified in § 30-74 shall be the subject of a performance review by the Joint Legislative Audit and Review Commission in accordance with the provisions of the Legislative Program Review and Evaluation Act. (1978, c. 511.)

43.131.010 Short title

This chapter may be known and cited as the Washington Sunset Act of 1977. [Enacted Laws 1st Ex Sess 1977 ch 289 § 1, effective June 17, 1977.]

Severability-1977 1st ex.s. c 289: "If any provision of this 1977 amendatory act or the application thereof to any persons or circumstances is held invalid, the invalidity shall not affect other provisions or applications of the 1977 amendatory act which can be given effect without the invalid provision or application, and to this end the provisions of this 1977 amendatory act are declared severable." [1977 1st ex.s. c 289 § 18.] This annotation applies to chapter 43.131 RCW and the 1977 amendment to RCW 43.06.010.

43.131.020 Legislative declaration

The state legislature finds that state agencies may fail to deliver services as effectively and efficiently as is expected by the general public and as originally contemplated by the legislature. It further finds that state government actions have produced a substantial increase in numbers of agencies, growth of programs, and proliferation of rules and regulations, and that the entire process has evolved without sufficient legislative and executive oversight, regulatory accountability, or a system of checks and balances. The Legislature further finds that by establishing a system for the termination, continuation, or modification of state agencies, coupled with a system of scheduled review of such agencies, it will be in a better position to evaluate the need for the continued existence of existing and future state agencies. The legislature recognizes that the executive branch shares in this duty and responsibility to assure that state government operates in an efficient, order
