The moneys appropriated in the preceding section shall not be in any way expended to pay liabilities or deficiencies existing prior to February 15, 1902, nor shall they be used or paid out for purposes other than those for · which said sums are specifically appropriated as aforesaid. SECTION 3. No bills for clerk hire, for furniture or carpets, or for newspapers, shall be paid out of appropriations made for contingent expenses; no bills for carpets or furniture, or any expenses for officers attending state, interstate or national associations of benevolent institutions, shall be paid out of the appropriations made for current expenses of said institutions; and no money herein appropriated shall be drawn except on a requisition on the auditor of state, ap- Partial appro- W. SECTION 1. That the judges of the several courts of Judges of comcommon pleas in the ninth judicial district may, when re- mo quested, or upon their own motion, appoint a suitable person district may apor persons as interpreter, in any cause then pending in said preter. courts, or to be thereafter commenced in said courts, who shall take an oath as such interpreter, and who shall under the direction of the court, or any judge thereof, interpret the testimony of witnesses, and translate any writing necessary to be translated in the court, or in any cause therein, and perform such other services as are required by the court, or any judge thereof. The interpreter shall receive for his Compensation. services not to exceed $3.00 per day for the time he is engaged; to be allowed by the court or judge, and the auditor of the county is authorized to draw his warrant upon the county treasurer therefor, who shall pay the same out of any fund not otherwise appropriated. SECTION 2.
