of mutual understanding. Through the dissemination of advanced technical methods and procedures, experts lent by the United States not only provide useful service to the receiving governments but they also aid greatly in the prosecution of the war.

Such undertakings are planned for the purpose of utilizing fully the human and material resources of the hemisphere in the interest of mutual advancement of all the peoples of the American republics.

In a report to President Roosevelt, Mr., Stettinius, now Secretary of State, supported the activities of the Committee as a medium of effecting a lasting peace, stating as follows:

"Programs of this character are an effective means of achieving international, hence national, security. Measures which spread an understanding of the democratic way of life and diffuse scientific knowledge useful in organizing it may be made the support of political and economic peace measures. In this connection it should be emphasized that the amelioration of the lives of common men is actually achieved only as they learn new ways of doing things. Thus the cooperative program may provide means of creating necessary conditions for orderly and peaceful development. In providing the world's peoples with the means of doing better for themselves, the American people will be creating conditions favorable to the development of their own way of life; and in this prospect alone is true national security.

"Since these cooperative activities provide the means of social advancement to peoples in the shape of books, trained persons, and other means of diffusing knowledge, they do not excite either political antipathy or fear of foreign domination or dread of interference with domestic politics. As nonpolitical and nonpatronizing activities, they are truly the means of implementing a foreign policy of a democratic people whose national interest is the maintenance and orderly development of their democracy." Development of Complementary Agricultural Products-Development of dependable supplies of strategic materials for war and complementary commodities for the post-war period through scientific and organizational cooperation in the establishment and operation of agricultural-experiment stations in the other republics.

Bureau of Plant Industry, Soils, and Agricultural Engineering Development of Hemisphere Rubber Production-Development of a permanent, self-sustaining crude-rubber industry in the Western Hemisphere by providing technical skills and certain stocks of planting materials in connection with regional field stations of the United States Department of Agriculture, as well as locally supported stations.

Bureau of the Census

Development of Vital Statistics-Assistance at the request of other governments in developing and improving basic health and demographic statistics through the detail of special consultants.

Civil Aeronautics Administration

Civil Aviation Flight-Training School at Puebla, Mexico-Collaboration in the establishment of a self-sufficient flight-training program in Mexico through the detail of CAA pilot-training supervisors.

Aviation-Standardization Project for Brazil-Collaboration in the establishment of self-sufficient flight training and the standardization of flight practices through the detail of flight and maintenance supervisors to work with national airlines, flying clubs, and aviation schools in Brazil.

Coast and Geodetic Survey

Tidal Investigations-Installation of tide gauges and exchange of data for predicting tides to be used by the Navy and the Merchant Marine for correlation of precise levels, for accurate nautical charts, and for other basic engineering and scientific work.

Magnetic Observations-Cooperative observations and exchange
of data for nautical and aeronautical navigation; for radio,
telegraph, and cable communication services; for degaussing
ships; for setting magnetic mines; and for related scientific
activities.

Seismological Observations-Collaboration with scientists of the
other republics in establishing a hemisphere program for accu-
rate seismological observations which make it possible to study
actual ground motions during destructive earthquakes.
Detail of Geodetic Expert-Study of geodetic survey control
methods and equipment in the other American republics, and
exchange of information which is mutually beneficial in con-
nection with the use, development, and study of land areas.
Detail of Hydrographic-Survey Experts-Detail of experts at
the request of other governments to observe methods, to study
procedures, and to render technical advice for the advancement
of hydrographic-surveying techniques in the production of
nautical charts.

Weather Bureau

Cooperative Maintenance and Operation of Radiosonde Stations-Collaboration with other governments in developing a continental system of meteorological stations for the international exchange of weather information, forecasts, and warnings.

FEDERAL SECURITY AGENCY:

Office of Education

Studies of Educational Systems and Evaluation of Student Credentials-Detail of specialists to gather up-to-date information regarding educational facilities and research materials available in the other republics for study in specialized fields, to serve as a guide to scholars and educational institutions in all the countries of the hemisphere.

Public Health Service

Detail of Medical and Scientific Personnel-Collaboration with medical experts in the other republics through the detail of

medical and scientific personnel under the supervision of the Pan American Sanitary Bureau to assist in the control and eradication of disease and to stimulate interchange of health and medical information.

DEPARTMENT OF THE INTERIOR:

Fish and Wildlife Service

Mexican Fishery Mission-Detail of experts to lend technical advice in conducting cooperative investigations for the development, rehabilitation, and management of marine and freshwater fishery resources in Mexico.

Fishery-Development Studies-Detail of experts to collaborate with the governments of the other republics at their request in conducting marine and biological investigations, experimental fishing, and technological, economic, and management studies. Geological Survey

Cooperative Investigations of Strategic Mineral:-Detail of experts to collaborate with scientists designated by the other governments in developing data on deposits of strategic and critical minerals and other resources for governmental and private use.

Children's Bureau

Maternal and Child-Welfare Services in Cooperation With the American International Institute for the Protection of Childhood, Montevideo, Uruguay-Cooperation with the Institute through the detail of consultants to certain of the other republics.

Cooperation With National Agencies of Other Governments for Maternal and Child Health and Welfare-Detail of specialists to collaborate with national agencies in the other republics for the development, particularly in rural areas, of a health and welfare program to reduce maternal and infant mortality. Detail of Experts in Library Science-Through the detail of trained librarians at the request of other governments to consult regarding the principles and practices of library science and to aid in cataloging, classifying, and organizing books.

SMITHSONIAN INSTITUTION:

Cooperation With Scientific Institutions-Detail of specialists at the request of other governments to collaborate in field and museum research and to consult with scientists in those countries concerning techniques used in the United States. Cooperative Investigations in Anthropology-Detail of scientists at the request of other governments to establish cooperative anthropological research and training institutes.

Handbook of South American Indians-Collaboration by 42 United States scientists with 41 scientists in the other republics in the compilation and preparation of exhaustive regional studies of the history, archeology, and culture of indigenous civilizations of Central and South America.
