made to equal 72,500,000 cords, according to the Hale report. This is premised upon first building up the forest or growing stock to nearly three times its present volume. If the forest area is brought to the degree of productivity of which it is capable, it should easily provide the 7,500,000 cords of pulpwood, in addition to the expected drain against it for lumber and other forest products. THE PACIFIC COAST The production of 7,000,000 cords of pulpwood annually by the Pacific coast region does not seem to be an unreasonable expectation. The stands of Douglas fir, hemlock, spruce, and true firs in the Pacific coast region are heavy. The mild climate and the abundant rainfall favor rapid growth; and though a major portion of these Pacific coast species will probably be required for lumber, there should still be plenty of mill waste, woods waste, cull and low-grade logs, and stock from forest thinnings to provide the pulpwood allotment. SPECIES MUST MEET PULP REQUIREMENTS A sufficient total pulpwood supply for future needs is not in itself, however, a complete answer to the question of adequacy. The kinds of pulpwood within that supply must be suitable for the classes of pulp most demanded, and must be available in approximate proportion to those demands. It would not do, for instance, to have pulpwood suitable for but one type of requirement. There must be an approximate balance within the supply. Curran and Behre gave due consideration to this matter of balance, the Hale report shows, when they arrived at the conclusion that the United States can be made to be self-supporting. They also gave intelligent consideration to the probable increase in the pulping of hardwoods as the result of new processes, probably to be developed. A.
