The subcommittee met, pursuant to call, at 9:35 a.m., in room 2237, Rayburn House Office Building, Hon. Barney Frank [chairman of the subcommittee] presiding.

Present: Representatives Frank, Glickman, Berman, Cardin, Shaw, and Coble.

Staff present: Janet S. Potts, counsel; Belle Cummins, assistant counsel; Roger Fleming, associate counsel; and Florence McGrady, legal assistant.

Mr. FRANK. The hearing of the Subcommittee on Administrative Law and Intergovernmental Relations will come to order, there being two Members present, a sufficient number for the purposes of taking testimony.

We are here today to hear testimony on H.R. 442 and H.R. 1631. The question of essentially what Government remedy is appropriate for the actions that were taken by the United States Government during the 1940's towards Japanese Americans and residents of the Aleutian Islands.

There have been hearings on this general subject before. There has been a Commission report.

I think there is a consensus in the country that what the Federal Government did in the 1940's was simply wrong, that it was motivated to a certain extent by racial bias that was unacceptable, and the question before us is, what is an appropriate response for the Nation to take, and there is a wide range of responses, and I believe that it would be most helpful if we were to a great extent focus on that, although obviously-and there are a lot of timeswitnesses may speak just about anything and often do.
