SIR: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation for the Treasury Department for the fiscal year 1936 in the amount of $851,000, as follows: Expenses, Emergency Banking, Gold Reserve, and Silver Purchase Acts: For an additional amount for expenditure under direction of the Secretary of the Treasury, for any purpose in connection with the carrying out of the provisions of the Emergency Banking Act, approved Mar. 9, 1933 (48 Stat. 1), the Gold Reserve Act of 1934, approved Jan. 30, 1934 (48 Stat. 337), the Silver Purchase Act of 1934, approved June 19, 1934 (48 Stat. 1178), any Executive orders, proclamations, and regulations issued under the foregoing acts, and sec. 3653 of the Revised Statutes, including rental at the seat of government and elsewhere, costs of transportation, insurance, and protection of gold coin, gold bullion, and gold certificates transferred to Federal Reserve banks and branches, United States mints and assay offices, and the Treasury, after Mar. 9, 1933, losses sustained by Federal Reserve banks due to abrasion of gold coin, and reimbursement to Federal Reserve banks and branches for expenses incurred by them in carrying out instructions issued by the Secretary of the Treasury after Mar. 4, 1933, fiscal year 1936___ $851, 000 The purpose of this estimate is to provide sufficient funds to cover the cost of operations under the Emergency Banking, Gold Reserve, and Silver Purchase Acts during the remainder of the current fiscal

year.

The foregoing estimate of appropriation is required to meet a contingency which has arisen since the transmission of the Budget for the fiscal year 1936, and its approval is recommended.

SIR: I have the honor to transmit herewith for the consideration of Congress supplemental estimates of appropriations for the Department of Justice for the fiscal year 1936, amounting to $889,725, and draft of a proposed provision pertaining to existing appropriations, for the penal and correctional institutions.

The details of these estimates and the proposed provision, the necessity therefor, and the reason for their transmission at this time are set forth in the letter of the Acting Director of the Bureau of the Budget, transmitted herewith, with whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration supplemental estimates of appropriations for the Department of Justice for the fiscal year 1936, amounting to $889,725, and draft of a proposed provision pertaining to existing appropriations, for the penal and correctional institutions.

The additional amounts requested in the supplemental estimates are to meet anticipated deficiencies in the maintenance and operation of the several institutions, and are predicated on an average daily prison population for the current fiscal year computed on the actual average for the first 5 months and the estimated average for the last 7 months of the year, as follows:

DRAFT OF PROPOSED PROVISION PERTAINING TO APPROPRIATIONS FOR PENAL AND CORRECTIONAL INSTITUTIONS

The purpose of this proposed provision is to authorize transfers, with the approval of the Director of the Bureau of the Budget, of not to exceed 10 per centum between appropriations for the fiscal year 1936 under the general heading "Penal and Correctional Institutions", except appropriations for the construction of buildings or other public works or support of United States prisoners, with a limitation that no appropriation shall be increased more than 10 per

centum.

The foregoing estimates of appropriations and draft of a proposed provision pertaining to existing appropriations are to meet contingencies which have arisen since the transmission of the budget for the fiscal year 1936, and their approval is recommended.
