SIR: I have the honor to submit herewith for your consideration supplemental estimates of appropriations for the Federal Trade Commission and the General Accounting Office for the fiscal years 1936 and 1937, amounting to $509,000, as follows:

Federal Trade Commission, 1937.

This supplemental estimate is submitted to enable the Commission to handle the increasing number of unlawful practices cases, involving alleged violations of the Federal Trade Commission Act and certain sections of the Clayton Antitrust Act, particularly in the radio advertising field. At the close of March 1936 there were pending before the Commission 1,311 such cases awaiting action. During the first 9 months of the current year the Commission disposed of 1,747 such cases, and at that rate it will require more than 6 months to dispose of the cases pending at the end of March and in the meantime new complaints will have been submitted for consideration of the Commission. During the current year the complaints received have averaged more than 200 per month.

These supplemental estimates are submitted to enable the General Accounting Office to audit and settle payments of World War adjusted service certificates authorized by the act of January 27, 1936 (Public, No. 425, 74th Cong.). These payments begin on June 15, 1936, on which date it is estimated 2,500,000 payment checks will be issued. The total number of payments is estimated to be 3,500,000. These estimates contemplate completion of the audit and settlement in 9 months.

These supplemental estimates of appropriations are required to meet contingencies which have arisen since the transmission of the Budget, and their approval is recommended.

SIR: I have the honor to transmit herewith for the consideration of Congress supplemental estimates of appropriations for the District of Columbia for the fiscal years 1936 and 1937 in the amount of $169,700.

The details of these estimates, the necessity therefor, and the reasons for their transmission at this time are set forth in the letter of the Acting Director of the Bureau of the Budget submitted herewith, with whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration supplemental estimates of appropriations for the District of Columbia for the fiscal years 1936 and 1937, in the amount of $169,700, as follows: Contingent and miscellaneous expenses, District of Columbia (printing

and binding), 1936___

The 1936 appropriation of $43,000 is practically exhausted, $39,644 having been spent during the first 7 months of the fiscal year. In order to continue business through the remainder of the fiscal year in the several departments, it is imperative that additional funds be provided to meet printing needs, and an estimate of appropriation in the amount of $2,000 is herewith submitted.

Contingent and miscellaneous expenses, District of Columbia (refunding

taxes), 1936...

The appropriation for refunding taxes for the fiscal year 1936 is $75,000. Of this appropriation there now remains unexpended only $215. The amount of this estimate is required for refunding taxes, etc., for the balance of this fiscal year. There are now pending in the various offices applications for refund chargeable to this appropriation amounting to $21,363.74, tabulated as follows:

Health department, District of Columbia (maintenance and operation of motor ambulances and motor vehicles), 1936___ The 1936 appropriation for this purpose is $900, which appropriation has been completely exhausted on account of emergency repairs to two motor vehicles, one of which is to be replaced at the beginning of the next fiscal year. An item of $200 is herewith submitted with which to procure gas and oil to run the four cars at present operated by the department, and to perform such minor repairs as may be necessary thereon during the remainder of this fiscal year.

Fees of jurors and witnesses, Supreme Court, District of Columbia, 1936. $15,000 The 1936 appropriation under this head is $85,000, of which amount there remains for the last 3 months of this fiscal year $22,245, which amount is about sufficient to cover the ordinary expenses of the court with respect to juror and witness fees for the remainder of the current fiscal year. The necessity for additional funds is solely because of the extraordinary expense being incurred in the hearing of the case of 143 Railroads v. Railroad Retirement Board. Witnesses are to be summoned in large numbers from all parts of the United States in this case, which is to test the constitutionality of the Railroad Retirement Act, and the entire amount of this sum will be required for this emergency item.

Miscellaneous expenses, Supreme Court, District of Columbia, 1936. $15,000
