Rossen on July 13, and of Boris Evans Ross and Richard Criley on July 14, 1963, be released from the injunction of secrecy, be printed, and made public.

The subcommittee met, pursuant to call at 11 a.m. in room 2300, New Senate Office Building, Senator Roman L. Hruska presiding.

Present: Senator Hruska.

Also present: J. G. Sourwine, chief counsel; Benjamin Mandel, research director; Frank Schroeder, chief investigator; and William McManus, assistant to the chief counsel.

Mr. SOURWINE. Mr. Chairman, before we begin the questioning of this witness, I have one or two items to be offered for the record. These do not concern this witness in any way. I am just taking the opportunity of this hearing to put them in the record.

Senator HRUSKA. The material then will be ordered inserted prior to the time that the oath will appear in the record.

Mr. SOURWINE. First, Mr. Chairman, this is a mailing piece sent through the mail by the Fair Play for Cuba Committee from New York. It is of special interest and pertinency to our hearings, because it bears the signature, what purports to be the signature, of R. E. Taber. This is a two-page mailing piece entitled "Fellow Citizens." I would like to offer it for the appendix of this record.

Senator HRUSKA. Without objection, it will be made a part of the appendix of the record.

Mr. SOURWINE. Our first witness is Mr. Rossen.

Senator HRUSKA. Will the witness be sworn, please?

Do you solemnly swear that the testimony you are about to give will be the truth, the whole truth, and nothing but the truth, so help you God?

Mr. ROSSEN. I do.

Mr. SOURWINE. This item does not purport to concern this witness. Mr. FAULKNER. May I see it?

Senator HRUSKA. It does not have to do with your witness.

Mr. FAULKNER. Except it was offered after the witness was sworn.
