Otwithstanding all the Dif

couragements which either Vol. XV. ENVY, or MALICE, PASSION OF PREJUDICE, have thrown in my Way, I have hitherto given my Readers faithful and impartial Accounts of publick Affairs, and Genuine and Candid ABSTRACTS of Political Tracts and PAMPHLETS. I have, in particular, made it my Bufinefs, to preferve in this REPOSITORY, fuch Papers as relate to the PUBLICK DEBTS and FUNDS; as moft proper to answer the End I had in View at my first fetting out. reft, in the Month of August 1718, I prefented you with Mr. HUTCHESON's Calcula lations and Remarks relating to the present State of the Publick Debts and Funds, and a Propofal for the entire Difcharge of the National Debis in 30 Years Time: Together with ANIMADVERSIONS and OBSERVATIONS upon that Treatife, wherein several Mistakes (of Mr. Hutchefon's) were rectify'd; Mifreprefentations exploded, and the (then) prefent Ministry vin dicated, from the invidious Reflections caft upon them. I never claim'd any Merit from those Animadverfions, tho' they then met with general Applaufe, and were judg'd no finall Piece of Service to thofe at the Helm. But now, in order to clear and juftify what I advanc'd Nine Months † ago, I think it proper to own my felf to be the Author of that Pamphlet, and of the SCHEME therein mention'd, whereby a confiderable Sum of Money was, afterwards, raised for the Support of the Government. How I have been requited for the fe, and former Services, may, in a more proper Place, be taken Notice of: My prefent Bufiness is to acquaint the Readers, that tho' Mr. Hutchefon, in the Treatife above quoted, and which he addrefs'd to the Houfe of Com inons, had told them, He should give them no further Trouble, his private Affairs requiring more fon's ConfiTime, than was confiftent with his Health, to allow derations and them, in an advanc'd Age; &c. Yet towards Shemes for the End of the laft Month of December, the Payment He thought fit to caufe the following of Publick PAPERS to be publifh'd in the Free Holder's Debest Journal, viz.

PUBLICK DEBTS, humbly offered to the
Commons of Great Britain in Parliament

Hefe laft Three Years have produced a great Va riety of Projects and Schemes for the Payment of the Publick Debts, and a very notable Paper-War has for fometime been carried on, according to the different Interests and Apprehenfions of Men in relation to this' Subject; and having frequently in Parliament, and elfewhere, declared my Sentiments, I fhould not havo made any other Publication of them, had it not been for a late Accident, which feems to make it neceffary for my own Vindication: For I perceive I have been miftaken by fome, and very maliciously or ignorantly mifreprefented by others: It had not furely been otherwife poffible for a certain Citizen eminent for Wealth, to have pafs'd fo fevere a Cenfure on me, for the fake of my Project, as he lately did, and which I am perfwaded he would not have done, had he rightly understood it, and been informed, that it had met with the Approbation of fome as eminent for Wealth as himself, and of many others, with whom, in no refpect, Wealth excepted, he will pretend to vye. This Paper I prefume will fall into that Gentleman's Hands, and when he has calmly confidered it, I doubt not but he will revoke his hafty Sentence; and, tho' he may not approve of my Scheme, will yet acknowledge that there is nothing Criminal in it, and that 'tis far from being a Fault, to prefer the Advancement of the Lan-i ded and Trading Interest (who are Ninety nine to One of the Inhabitants of Great-Britain) to the exorbitant encrease of the Wealth and Power of a very few of the People and I am willing to flatter my felf that he will never betray fuch a Want of Publick Spirit, as to prefer the continuing of 6 1. per Cent. per Ann. to himfelf and fome others, to the Safety and Prefervation of his Country. I fhall on this Head only add, that if that Gentleman will propofe any Scheme more to the Advantage of the Nation in general, and with lefs of Self Interest in it, than I have done; I do promise him to concur heartily therein, under the Penalty of the feverest Punishment, which fo much good Nature as he is Master of can poffibly infli&t.
