COMPLAINTS FILED FOR LACK OF SUFFICIENT HEAT-RULES ISSUED BY THE COMMISSION TO SHOW CAUSE WHY SUFFICIENT HEAT SHOULD NOT BE FURNISHED

The act of 1922 contained in the definition of "services" the furnishing of heat, etc., and therefore the complaints filed solely for the lack of heat were not filed with the commission until the fall of 1922.

In addition to the complaints filed solely for the failure of furnishing heat, in almost 50 per cent of the cases actually heard, the tenants have complained and assigned as one of the reasons for reduction of rent, the failure of the landlord, during the cold months, to furnish a continuous supply of heat and hot water.
