SIR: I have the honor to transmit herewith, for the consideration of Congress, copy of a communication from the Secretary of War, of the 26th instant, submitting an estimate of appropriation for payment of the claim of Ponciano Tionson, executor of Justa Santiago, for rent of house in Malolos, Province of Bulacan, P. I., occupied by United States troops from October 1, 1900, to October 1, 1901, $360.

SIR: I have the honor to forward herewith for transmission to Congress an estimate of an appropriation of $360, required for the service of the fiscal year ending June 30, 1907, for the purpose of liquidating the claim of Ponciano Tionson, executor of the estate of his mother, Justa Santiago, for rent of house situated in Malolos, province of Bulacan, P. I., which was occupied by United States troops from October 1, 1900, to October 1, 1901.

Relief of Ponciano Tionson, executor, Malolos, Bulacan, P. I.—

$360.00

For payment of claim for rent of house situated in Malolos, province of Bulacan, P. I., the property of the mother of Ponciano Tionson (submitted). NOTE. From report of a board of officers appointed by Special Orders, No. 21, Baliuag, Bulacan, P. I., March 2, 1903, in compliance with instructions of February 28, 1903, received from headquarters, Second Brigade, Angeles, Pampanga, P. I., it appears that a house in Malolos, the property of Justa Santiago, located on ground owned by her son, Ponciano Tionson, was occupied by United States troops from October 1, 1900, to October 1, 1901, and the said board of officers recommends a payment of $30 per month for twelve months. It further appears from the report of said board of officers that the said Ponciano Tionson is named as executor of the will of his mother, Justa Santiago, which was legalized in the court of first instance, Manila, P. I., May 26, 1902, and registered in the book of registry No. 4, office of provincial treasurer, Malolos, Bulacan, P. I., on September 30, 1902.-(C. F. Humphrey, Quartermaster-General, U. S. Army. SIR: I have the honor to transmit herewith, for the consideration of Congress, copy of a communication from the Secretary of War, of the 26th instant, submitting urgent estimates of deficiencies in appropriations required for replacing military stores, etc., destroyed by earthquake and fire at San Francisco, the same to be made available for expenditure during the fiscal years 1906 and 1907, amounting to $3,387,630.31.

April 18 and 19, 1906; also for repairing damage to cable connecting Angel Island and Alcatraz in the harbor of San Francisco and the repair of damage to the general hospital, Presidio of San Francisco, Cal., as follows:

As there are but two months of the fiscal year 1906 remaining during which the amounts estimated above may be expended, it is thought to be impossible in that short period of time to replace the stores lost and repair damage incurred, therefore it is recommended that these amounts be made available for expenditure throughout the fiscal year ending June 30, 1907.

Estimates of appropriations required for the service of the fiscal year ending June 30, 1906, by the Chief Signal Officer of the Army.

WAR DEPARTMENT.

OFFICE OF THE CHIEF SIGNAL OFFICER.

Signal Service of the Army:

For the purpose of replacing Signal-Corps property destroyed at San Francisco, Cal., April 18 and 19, 1906, by earthquake and fire to also be available during the fiscal year 1907 (act Mar. 2, 1905, vol. 33, p. 828, sec. 1)

For replacing 7 miles of 3-conductor harbor cable connecting Angel Island and Alcatraz in the harbor of San Francisco, broken and damaged by earthquake April 18, 1906, to also be available during the fiscal year 1907 (same act).

Amount appropriated for the fiscal year for which the appropriation is required

NOTE. If the appropriation is made at once only two months of the fiscal year 1906 will remain. To advertise for proposals and require the manufacture of Signal-Corps equipment, which this estimate covers, within the remaining months of the fiscal year might be impracticable.

It is therefore recommended that this special appropriation be made available also during the fiscal year 1907, so that the best interests of the Government may be subserved.—James Allen, Brigadier-General, Chief Signal Officer of the Army.
