COPIES OF CERTAIN ORDINANCES OF THE EXECUTIVE COUNCIL OF PORTO RICO GRANTING CERTAIN FRANCHISES.

SIR: In accordance with the provisions of section 32 of the act approved April 12, 1900, entitled "An act temporarily to provide revenues and a civil government for Porto Rico, and for other purposes," I have the honor to transit herewith certified copies of the following ordinances granted by the executive council of Porto Rico with the approval of the governor thereof:

An ordinance granting to Central Cristobal and assigns the right to take and use fifty liters of water per second from the Rio Santiago in the municipal district of Naguabo for factory purposes.

An ordinance granting to the municipality of Aibonito the right to take the waters of the brook "La Covacha" in the barrio of Roble for the purpose of supplying the inhabitants of the municipality with water.

An ordinance granting to Messrs. Eugui and Company the right to construct a temporary wooden bridge over the Gurabo River for the transportation of sugar cane. An ordinance granting to Guanica Central the right to lay a twelve-inch cast-iron siphon under the Rio Estero at a point about forty feet north of a large public road bridge which crosses said river at a spot close to the intersection of the Cabo-Rojo road with the Mayaguez public road.

An ordinance granting to Gerardo Soler, his heirs, successors, and assigns, the right to take and use for industrial purposes one hundred and forty liters of water per second from the Plata River, in the municipal district of Toa Baja.

A similar letter has been sent to the President of the Senate.

ELIHU ROOT.

AN ORDINANCE granting to Central San Cristobal and assigns the right to take and use fifty liters of water per second from the Rio Santiago, in the municipal district of Naguabo, for factory purposes.

Be it ordained by the Executive Council of Porto Rico:

SECTION 1. That the right and privilege are hereby granted to Central San Cristobal, a corporation organized and existing 3 under the laws of the State of New York and duly licensed to 4 conduct its business in the Island of Porto Rico as a foreign 5 corporation, and to its assigns, to take and use fifty (50) liters 6 of water per second from the Rio Santiago, in the Municipal 7 District of Naguabo, for factory purposes; the said water to be 8 taken and conveyed to the factory by means of a pipe which 9 shall strike the river at an angle of approximately ninety (90) 10 degrees at a point about eight hundred (800) feet in a straight line from the center of the factory.

SECTION 2. Before any work is commenced under this
13 franchise the plans therefor shall be submitted to the Commis-
14 sioner of the Interior for his approval; and said Commissioner,

or his agents, shall have the right at any and all times to
16 inspect the work herein authorized.

17 SECTION 3. The said grantee, as compensation for the use
18 of said water, shall pay yearly in advance to the treasurer of
19 Porto Rico, for the benefit of the people of Porto Rico, the
20 sum of twenty-five dollars, the first annual payment to be
21 made within fifteen days after the approval of this ordinance
22 by the Governor of Porto Rico. The residue of the water used
23 under this franchise shall be returned to the river uncontami-
24 nated, after it has served the purpose for which it is taken.
25 SECTION 4.-This concession is granted subject to the prior
26 rights of third persons, and subject, also, to all the terms and
27 conditions of Section 3 of the Joint Resolution of Congress
28 approved May 1, 1900.

Done in open session of the Executive Council of Porto Rico this 27th day of April, 1906.

I, Regis H. Post, Secretary of Porto Rico, do hereby certify that the foregoing two printed pages are a true copy of an ordinance entitled "An Ordinance granting to Central San Cristobal and assigns the right to take and use fifty liters of water per second from the Rio Santiago, in the Municipal District of Naguabo, for factory purposes,' as the said ordinance appears upon the official record in my custody of the proceedings of the Executive Council of Porto Rico at a meeting held on the 27 day of April, A. D. 1906. I further certify that the said ordinance was duly approved by the Governor of Porto Rico on the 25 day of May A. D. 1906, as appears by the official records in this office.

In witness whereof, I have hereunto set my hand and caused to be affixed the Great Seal of Porto Rico, at San Juan, on this 28 day of May, in the year of our Lord one thousand nine hundred and six, and of the Independence of the United States the one hundred and thirtieth. AN ORDINANCE granting to the municipality of Aibonito the right to take the waters of the brook "La Covacha" in the barrio of Roble, for the purpose of supplying the inhabitants of the municipality with water.

Be it ordained by the Executive Council of Porto Rico:

SECTION 1.-That the right and privilege are hereby 2 granted to the Municipality of Aibonito to take the waters 3 of the brook "La Covacha" in the barrio of Roble, for the 4 purpose of supplying the inhabitants of said municipality 5 with water.

SECTION 2.-Should it become necessary in the construc7 tion of the municipal waterworks system for the municipality 8 to lay water pipes upon or along any public insular highway, 9 the plans and specifications for the laying of such pipes shall 10 be first submitted to the Commissioner of the Interior for his 11 approval; and in all such cases the said highways shall be 12 restored to their original condition by the Commissioner of 13 the Interior at the expense and charge of the said municipality. 14 SECTION 3. This ordinance shall not take effect until plans 15 and specifications for the proposed system of water works, 16 as well as the site for the location of the proposed dam in the 17 brook "La Covacha," shall have been approved by the Com18 missioner of the Interior, under whose general direction and 19 supervision said works shall be constructed.

20 SECTION 4.-This franchise is granted for the period of 21 ninety-nine years, and is expressly subject to the prior rights

AN ORDINANCE granting to Messrs. Eugui and Company the right to construct a Temporary Wooden Bridge over the Gurabo River, for the transportation of Sugar Cane.

Be it enacted by the Executive Council of Porto Rico:

SECTION 1.—That the right and privilege are hereby given 2 to Messrs. Eugui & Company, of Gurabo, their executors, 3 administrators and assigns, to construct a temporary wooden 4 bridge for the transportation of sugar cane, over the Gurabo 5 River on the estate known as Buena Vista," in the Munici6 pality of Gurabo, belonging to the grantees herein; said bridge 7 to be constructed substantially in accordance with the plans
