[Sec. 4.] The domicile of the Board of Trustees shall be at Baton Rouge, and all process shall be served on the VicePresident at the office of the Board.

Meetings; Duties.

663. [Sec. 5.] The Board of Trustees shall meet once every four months, and oftener if they deem it expedient; and four members shall constitute a quorum for the transaction of business. They shall make all needful rules and regulations for the management of the institution and for the admission therein. They shall keep a correct journal of their proceedings and report to the General Assembly, during the first week of each regular session, the affairs and condition of the institution.

Admissions to Institution.

664.

[Sec. 6.] They shall receive, instruct and support in the Institution all persons blind, or of such defective vision as not to be able to acquire an education in the ordinary schools, between the ages of seven and twenty-two years, of sound mind and proper health of body, and residents of the State. Such persons shall receive instructions and be provided with board, lodging, medicine and medical attendance at the expense of the institution and if in such indigent circumstances as to render it necessary, shall also be furnished with clothing and traveling expenses to and from the Institution upon a certificate to that effect from the President of the Police Jury of the parish, or the mayor of the city, or town, in which they reside.

Length of Stay in Institution.

665. [Sec. 7.] Persons admitted as pupils under fourteen years of age, may continue in the institution ten years, if over fourteen and under seventeen years of age, they may continue eight years; and if over seventeen years of age, they may continue five years; provided the Board may in any case extend the term two years.

Organization of Board.

666. [Sec. 8.] The first meeting of the Board of Trustees shall be held at such time as the Governor may direct, and at such meeting they shall elect a Vice-President, they shall elect a Treasurer, a Superintendent and such other officers as may be necessary for the proper organization and management of the Institution, define their duties and fix their salaries.

Vice-President.

667. [Sec. 9.] The Vice-President shall preside over the meetings of the Board during the absence of the President, and shall exercise a general supervision of the affairs of the Institution.

Treasurer.

668. [Sec. 10.] The Treasurer shall give bond in such sums as the Board of Trustees may determine, with security to be approved by the Vice-President. He shall be custodian of the funds of the Institution. He shall receive from the State Treasurer the monies appropriated by the State for the support of the Institution upon his warrant countersigned by the Governor. He shall make payments upon the order of the Superintendent of the Institute countersigned by the Vice-President of the Board. Payment of Trustees' Expenses.

669. [Sec. 11.] The members of the Board of Trustees shall be paid their expenses incurred in attending the meetings of the Board out of the funds of the Institute.

Instruction.

670. [Sec. 12.] The Institution shall provide all the requisite facilities for acquiring a good literary education; and an industrial department in which instructions shall be given in such trades as may be best suited to render the pupils self-sustaining citizens.

BLINDNESS.

Opthalmia Neonatorum Defined.

671. [Sec. 1, Act 174, 1914, p. 292.] Any condition of the eye, or eyes, of any infant shall, independent of the nature of the infection, be known as opthalmia neonatorum, in which there is any inflammation, swelling or redness in either one or both eyes of any such infant, either apart from or together with, any unnatural discharge from the eye, or eyes, of any such infant at any time within two weeks after the birth of such infant.

Duties of Physicians, Midwives, Obstetricians, etc.

672. [Sec. 2.] It shall be the duty of any physician, surgeon, obstetrician, midwife, nurse, maternity home or hospital

of any nature, parent, relative, and any person, or persons, attendant upon, or assisting in any way whatsoever any woman at childbirth, or attendant upon, or assisting in any manner whatsoever any infant, or the mother of any infant, at any time within two weeks after childbirth, knowing the condition defined and described in Section One of this act to exist, and within six hours thereafter, to report such fact, as the State Board of Health shall direct, to the local health officer of the parish, city, town, village, or whatever other political division there may be, within which the mother of any such infant may reside.

Duties of Health Officer.

673. [Sec. 3.] It shall be the duty of the local health of

1. To investigate each case as filed with him in pursuance with this law, and any other such case as may come to his attention.

2. To report all cases of opthalmia neonatorum and the result of all such investigation as he shall make, as the State Board of Health shall direct.

3. To conform to such other rules and regulations as the State Board of Health shall promulgate for his further guidance.

Duties of the Louisiana State Board of Health.

674.

[Sec. 4.] It shall be the duty of the Louisiana State Board of Health:

1. To enforce the provisions of this act.

2. To promulgate such rules and regulations as shall, under this act be necessary for the purpose of this act, and such as the State Board of Health may deem necessary for the further and proper guidance of local health officers, etc.

3. To provide for the gratuitous distribution of a scientific prophylactic for opthalmia neonatorum, together with proper directions for the use and administration thereof, to all physicians, midwives and the like, as may be engaged in the practice of obstetrics or assisting at childbirth.

4. To print and publish such further advice and information concerning the danger of opthalmia neonatorum and the necessity for prompt and effective treatment thereof, as may be deemed fit.

5. To furnish copies of this law to all physicians, midwives and the like, as may be engaged in the practice of obstetrics or assisting at childbirth.

6. To keep a proper record of any and all cases of opthalmia neonatorum as shall be filed in their office in pursuance with this law, and as may come to their attention in any way, and to constitute such records a part of the annual report to the Governor and the legislature.

7. To report any and all violations of this act as may come to their attention to the prosecuting attorney of the district wherein said misdemeanor may have been committed, and to assist said official in any way possible, such as by securing accessory evidence, etc.

Duties of Maternity Homes, Hospitals, Infirmaries, Physicians, etc.

675. [Sec. 5.] It shall be the duty of all maternity homes and any and all hospitals, etc., to maintain such records of cases of opthalmia neonatorum as the State Board of Health shall direct. It shall be the duty of any and all physicians, midwives, and the like, in addition to reporting as hereinabove enacted, to advise, prescribe and employ, in the treatment of all cases of opthalmia neonatorum, such prophylactic as the State Board of Health shall direct.

BOARDS OF HEALTH-INSPECTIONS BY SUCH BOARDS. QUARANTINE.

ORGANIZATION AND POWERS OF BOARDS OF HEALTH.

Organization of State Board.

676. [Sec. 1, Act 192, 1898, p. 437.] A State Board of Health for the State of Louisiana is hereby created and established to consist of seven (7) representative physicians from the various sections of the State, who shall be appointed by the Governor, by and with the advice and consent of the Senate, as provided by Article 296 of the Constitution. They shall hold their offices for seven (7) years from the date of their qualification, unless sooner removed for cause. The members first appointed shall be so designated that the term of two of the members shall expire in two years from the date of their qualification, and the term of two other members shall expire in four years from the date of their qualification and the terms of the three others in six years. When reappointed the members shall then serve for

seven (7) years. They shall qualify, and be commissioned in the manner now provided by the Constitution and laws of the State of Louisiana, for all other officers of the State. At any meeting of said Board three members shall constitute a quorum to transact business. The Board shall meet once in every three months on a day to be fixed by it, and as much oftener as the Board may determine. Special and called meetings may be held as hereinafter provided in this act.

All members of said Board shall be entitled to and allowed ten dollars ($10.00) per day for each day they may be actually present at; and in attendance on any meeting of said Board, and such members of the Board as may not reside in the city of New Orleans, shall in addition to the ten dollars ($10.00) per day for attendance as hereinbefore provided shall be entitled to and shall be allowed ten ($10.00) dollars for each and every day consumed in going to, and coming from the Board meetings, and five cents (5c) per mile, mileage, for every mile traveled in going to or coming from said meetings, by the most direct route of transportation from the places of their respective residences to and from the place of meetings of the said Board, all of which per diem of all members and the mileage of members residing outside of the City of New Orleans shall be paid by the secretary and treasurer of the Board on the voucher of the member, approved by the president of the Board, out of the funds of the Board. Officers of Board.

677. [Sec. 2.]

The Governor shall designate and appoint one of the members to be president of said Board, who shall receive an annual salary of five thousand dollars ($5,000), and shall serve as such for four years from the date of his appointment, the said salary to be paid out of the funds, or appropriations, of said Board. At its first meeting after the passage of this act, the Board shall elect a suitable person, other than a member of the Board, to be secretary and treasurer, who shall receive an annual salary of twenty-five hundred dollars ($2,500), to be paid out of the funds or appropriations of the Board, and shall serve for four years from the date of his election. He shall be removable at the pleasure of the Board. He shall give bond to the State of Louisiana for the faithful performance of his duty, in such sum and with such surety thereon as shall be fixed and approved by the Board.
