The Secretary of the Interior, by letter of January 14, 1927, advised me that he had no objection to placing under national forest administration the above-described public lands with the exception of such isolated tracts as would not be in close proximity to the national forest boundaries. The only designated tracts which would come within this exception are those hereafter described. They comprise an area of approximately 2,600 acres, and while not directly contiguous to other national forest lands, nevertheless are scattered among the areas which are proposed for addition and privately owned timberlands which may ultimately be acquired through land exchange:

PRESIDENT: Pursuant to its terms, I have the honor to transmit to you a copy of the resolution adopted by the National Forest Reservation Commission at its meeting of February 18, 1928, and a copy of the letter from the Secretary of Agriculture referred to therein, both relating to the proposed addition of certain public lands to the Bighorn National Forest, in the State of Wyoming, with the request that the findings of the commission be laid before the Congress of the United States for appropriate action.

LANDS PROPOSED FOR INCLUSION IN THE BIGHORN NATIONAL FOREST, WYO.

Whereas the Secretary of Agriculture, under the provisions of section 8 of the act approved June 7, 1924 (43 Stat. 653), reported on November 12, 1927, to the National Forest Reservation Commission that certain unreserved and unappropriated public lands in the State of Wyoming, described in detail in his communication, are chiefly valuable for timber production, with incidental value for stream-flow protection, and can be economically administered as parts of the Bighorn National Forest; and

Whereas the facts presented for the consideration of this commission support such findings: Therefore be it

Resolved, That this commission finds and determines that the administration of said lands by the Federal Government will promote a future timber supply with incidental benefits in stream-flow protection; and be it further

Resolved, That a copy of this resolution and a copy of the communication from the Secretary of Agriculture be transmitted to the President of the United States with the request that he lay the findings of this commission before the Congress of the United States for appropriate action.

President National Forest Reservation Commission.

DEAR MR. DAVIS: Under authority of the provisions of section 8 of the act approved June 7, 1924 (43 Stat. 653), examinations have been made by representatives of this department of the unreserved,

unappropriated public lands lying within the areas hereinafter, specifically described, situated in the State of Wyoming, for the purpose of determining their value for timber production and stream-flow protection. Based upon such examinations and reports submitted for my consideration, it is found that approximately 13,600 acres within the hereinafter described areas are publicly owned and are chiefly valuable for timber production with a material supplemental value for stream-flow protection and that they can be economically administered as part of the Bighorn National Forest.

The lands in question lie adjacent to the Bighorn National Forest and along streams which are tributary to the Powder River. They are mountainous in character and unsuited to cultivation, lying at an elevation of from 7,800 to 8,000 feet. They contain a substantial amount of timber consisting principally of lodgepole pine which is valuable for mine props, railroad ties, and wood pulp.

In consideration of the foregoing facts, I have the honor to recommend that the National Forest Reservation Commission give its approval to the addition to the Bighorn National Forest, Wyo., of the publicly owned lands within the following described areas: Township 47 north, range 84 west, sixth principal meridian:

W. 12 sections 10, 15, and 22.

Township 47 north, range 83 west, sixth principal meridian:

Sections 3, 4, 5, 8, 9, 10, 15, 16, 17, 20, 21, 28, 29, 31, 32, and 33.

Township 48 north, range 83 west, sixth principal meridian:

W. 1⁄2 sections 3, 10, 15, 22, and 27.

SE. 4 section 27.

Sections 4 to 9, inclusive.

Sections 16 to 21, inclusive.

Sections 28, 29, 32, 33, and 34.

This proposed action has the approval of the Secretary of the
