The lists of registration shall be open to the inspection of a properly authorized representative of the Siamese Government on proper notice being given. III. If any question arises as to the right of any person to hold a Dutch certificate of registration, or as to the validity of the certificate itself, a joint inquiry shall be held by the Siamese and Dutch authorities, and decide according to the condition laid down in Article 1 of this agreement, or according to any other conditions whereon both Governments may agree in the future, upon evidence to be adduced by the holder of the certificate, in the usual way. IV. Should any action, civil or criminal be pending while such inquiry is going on, it shall be determined conjointly in what Court the case shall be heard. V. If the person in respect of whom the inquiry is held, come within the conditions for registration laid down in Article 1, he may, if not yet registered, forthwith be registered as a Dutch subject and provided with a certificate of registration at the Netherlands Consulate; otherwise he shall be recognized as falling under Siamese jurisdiction, and if already on the lists of the Netherlands Consulate, his name shall be erased.
