If this should occur it would, I believe, become very difficult to defend the undertaking to our business community. Our exporters can understand their losing sales where the exporters of other countries can deliver a better product or a more reasonably priced product, or can effect prompter delivery. They cannot understand it when their government or an international institution financed with their government's resources precludes them from bidding for a share of the business resulting from the financing because of currency considerations. While, thus, we are committed to a continuing interest in the economic development of other countries the specific proposals in the resolution present difficult problems requiring our closest further study.
