Proceedings of a court of inquiry which convened at Governors Island, New York City, pursuant to the following orders:

25. The following order has been received from the War Department:

"WAR DEPARTMENT, Washington, D. C., December 11, 1900. "By direction of the President, a court of inquiry, to consist of Maj. Gen. John R. Brooke, United States Army; Brig. Gen. Alfred E. Bates, Paymaster-General United States Army; Lieut. Col. John W. Clous, Deputy Judge-Advocate-General, United States Army, is appointed to meet at Westpoint, N. Y., December 15, 1900, or as soon thereafter as practicable, for the purpose of inquiring into and reporting upon the alleged treatment of former Cadet Oscar L. Booz, at the United States Military Academy, upon the measures taken to prevent such treatment of new cadets at the. Academy, and the extent to which new cadets are now subject to such treatment. The court will visit such places as may be necessary for the complete ascertainment of the facts, including the home of the late Oscar L. Booz. Upon the completion of the duty contemplated the members of the court will return to their respective stations. The travel enjoined is necessary for the public service.

Secretary of War authorizes court of inquiry to organize at Governors Island, then to proceed to Bristol prior to assembling at Westpoint. As suggested in your tele gram of this date, Captain Dean substituted for Captain Adams as recorder. Corrected copy of order for detail by mail.

8. By direction of the President, Capt. James T. Dean, Tenth United States Infantry, is detailed by the Secretary of War as recorder of the court of inquiry detailed by War Department order, dated December 11, 1900, published in Special Orders, No. 290, December 11, 1900, from Headquarters of the Army.
