His Royal Highness the Prince Regent has been pleased, in the name and on the behalf of His Majesty, to appoint John Barrow, Esq. to be His Majesty's Consul in the provinces of Biscay and Guipuscoa.

His Royal Highness the PRINCE REGENT in Council.

HIS Royal Highness the Prince Regent having been pleased, in the name and on the behalf of His Majesty, to appoint William Edward Powell, Esq. to be Lieutenant of the county of Cardigan, he this day took the oaths appointed to be taken thereupon, instead of the oaths of allegiance and supremacy.

St. James's-Palace, February 3, 1817.

On Sunday night, the 2d instant, the body of the infant still-born daughter of their Royal Highnesses the Duke and Duchess of Cumberland was removed from St. James's-Palace, and privately

interred in the Royal Family vault in Henry the Seventh's Chapel, Westminster Abbey.

Carlton-House, February 4, 1817.

His Royal Highness the Prince Regent hath been pleased, in the name and on the behalf of His Majesty, to appoint Frederick Paget, Esq. to be a Page in Ordinary to His Royal Highness, in the room of Charles George James Arbuthnot, Esq. promoted.

Whitehall, January 30, 1817.

The Lord Chancellor has appointed Richard Harrap, of Leeds, in the county of York, Gent. to be a Master Extraordinary in the High Court of Chancery.

Whitehall, February 4, 1817. Whereas it hath been humbly represented unto His Royal Highness the Prince Regent, that on Sunday the 1st day of December last, between five and six o'clock in the evening, some person or persons entered the dwelling-house of William Howard, of Yiewsley, in the parish of Hillingdon, in the county of Middlesex, farmer, and most barbarously and inhumanly murdered the said William Howard; and also violently beat Sarah Randall, his housekeeper, with a bludgeon, leaving her almost dead, and afterwards stole a considerable sum of money from a bureau in the said dwellinghouse;

His Royal Highness, for the better apprehending and bringing to justice the persons concerned in the said murder and robbery, is hereby pleased, in the name and on the behalf of His Majesty, to

promise His Majesty's most gracious pardon to any one of them (except the person or persons who actually murdered the said William Howard), who shall discover his, her, or their accomplice or accomplices therein, so that he, she, or they may be apprehended and convicted thereof.

And, as a further encouragement, a reward of FIFTY POUNDS is hereby offered by the relatives of the said William Howard, and FIFTY POUNDS by the parish of Hillingdon, to any person (except as before excepted) who shall discover his, her, or their accomplice or accomplices therein, so that he, she, or they may be apprehended and convicted thereof, or to any person or persons who shall apprehend and bring the said offenders, or any of them, to conviction, or cause them, or any of them, so to be apprehended and convicted as aforesaid.

WHEREAS there was this day read at the Board, a Memorial from the Right Honourable the Lords Commissioners of the Admiralty,

dated the twenty-seventh of last month, in the words following, viz.

WHEREAS by the Act of the fifty-sixth of His Majesty, cap. 104, intituled "An Act "for the making more effectual provision for "the prevention of smuggling, and reward"ing officers and persons making seizures "and capturing smuggling vessels; for licenc"ing luggers employed in the North Sea fishery; and obliging exporters of excisable "goods on drawback to give notice of shipment," it is provided, "that in case any ship or vessel liable to seizure or exami"nation by that or any other Act of Parliament in force, shall not bring to on being "required so to do, or being chaced by any ship or vessel in His Majesty Navy, having "the proper pendant and ensign of His Majesty's ships hoisted, or by any ship or " vessel employed in the prevention of smug

gling, under the authority of the Lords "Commissioners of the Treasury, the Lords "Commissioners of the Admiralty, or the "Commissioners of the Customs or Excise, "having a pendant and ensign hoisted, of such "description as His Majesty by any Order in "Council, or by His Royal Proclamation "under the Great Seal of the United King"dom of Great Britain and Ireland, shall "from time to time in that behalf order and "direct, it shall and may be lawful for the

Captain, Master, or other person having "the charge or command of such ship or "vessel in His Majesty's Navy, or employed as aforesaid (first causing a gun to be fired "as a signal), to shoot at or into such ship 66 or vessel so liable as aforesaid;"

And whereas we think it expedient, that all such

such ships and vessels employed in the prevention of smuggling as aforesaid, under our authority, or that of the Lords Commissioners of the Treasury, or the Commissioners of the Customs or Excise, should be allowed to wear, instead of the pendant and jack appointed by the Royal Proclamations, bearing date the eighteenth December one thousand seven hundred and two, and the first January one thousand eight hundred and one, to be worn by ships and vessels employed by the Commissiouers for Customs and Excise, a pendant and ensign of the following description, viz.

A pendant with a red field, having a regal crown described thereon, at the upper part next the mast; and for an ensign, a red jack, with a union jack in a canton at the upper corner thereof next the staff, and with a regal crown described in the centre of the red jack; we beg leave, with all humility, to recommend to your Royal Highness, that your Royal Highness would be graciously pleased, by your Order in Council, or by your Royal Proclamation under the Great Seal of the United Kingdom of Great Britain and Ireland, in the name and on the behalf of His Majesty, to direct and appoint, that all such ships and vessels as are or may be employed in the prevention of smuggling, under our authority, or that of the Lords Commissioners of the Treasury, or the Commissioners of the Customs or Excise, shall be allowed to wear a pendant with a red field, having a regal crown described thereon, at the upper part next the mast; and for an ensign, a red jack, with a union jack in a canton at the upper corner thereof next the staff, and with a regal crown described in the centre of the red jack, instead of the pendant and ensign appointed by the Royal 1817.
