SIR: I have the honor to submit the following list of officers for regular promotion in the Army of the United States:

I transmit herewith, for the constitutional action of the Senate, a treaty made by Isaac I. Stevens, governor and superintendent of Indian affairs in Washington Territory, on the part of the United States, and the chiefs, headmen, and delegates of the Nesqually, Puyallup, Steilacoom, Squawksin, S'Homamish, Ste'h-chass, F'peeksin, Squi-aitl, and Sa-heh-wamish tribes and bands of Indians occupying the lands lying around the head of Puget's Sound and the adjacent inlets in Washington Territory.

I transmit herewith, for the constitutional action of the Senate, a treaty made on the 15th day of November, 1854, by Joel Palmer, superintendent of Indian affairs, on the part of the United States, and the chiefs and headmen of the Rogue River Indians in Oregon Territory. FRANKLIN PIERCE.

I transmit herewith, for the constitutional action of the Senate, two treaties-one made on the 18th day of November, 1854, by Joel Palmer, superintendent of Indian affairs, on the part of the United States, and the chiefs and headmen of the Quil-si-eton, and Na-hel-ta bands of the Chasta tribe of Indians, the Cow-non-ti-co, Sa-cher-i-ton, and Na-al-ye bands of Scotans, and the Grave Creek band of Umpqua Indians in Oregon Territory; the other, made on the 29th of November, 1854, by Joel Palmer, superintendent of Indian affairs, on the part of the United States, and the chiefs and headmen of the confederated bands of the Umpqua tribe of Indians, and the Calaponas, residing in Umpqua Valley, Oregon Territory. The messages were read.

Ordered, That the nominations of James H. Durst and Felix R. Lewis be referred to the Committee on Commerce.

Ordered, That the nominations of Alexander Piper and others for promotion in the Army of the United States be referred to the Committee on Military Affairs.

Ordered, That the nominations of Zachariah Walker and Samuel Drury be referred to the Committee on the District of Columbia.

On motion by Mr. Hamlin,

The Senate, by unanimous consent, proceeded to consider the nomination of John Appleton; and

Resolved, That the Senate advise and consent to his appointment, agreeably to the nomination.

On motion by Mr. Sebastian,

The Senate, by unanimous consent, proceeded to consider the nominations of Douglass H. Cooper and Samuel H. Montgomery; and Resolved, That the Senate advise and consent to the appointment of the said persons, agreeably to their nominations respectively.

The articles of agreement and convention, made and concluded on the She-nah-nam, or Medicine Creek, in the Territory of Washington, this 26th day of December, in the year 1854, by Isaac J. Stephens, governor and superintendent of Indian affairs of the said Territory, on the part of the United States, and the undersigned chiefs, headmen, and delegates of the Nisqually, Puyallup, Steilacoom, Squawksin, S'Homamish, Ste'hchass, T'peek-sin, Squi-aith, and Sa-heh-wamish tribes and bands of Indians occupying the lands lying around the head of Puget's Sound and the adjacent inlets, who, for the purpose of this treaty, are to be regarded as one nation, on behalf of said tribes and bands and duly authorized by them, were read the first time; and

Ordered, That the said articles, with the message and documents, be referred to the Committee on Indian Affairs and printed in confidence for the use of the Senate.

The articles of an agreement entered into and concluded this 15th day of November, 1854, between Joel Palmer, superintendent of Indian affairs, on the part of the United States, and the chiefs and headmen of the Rogue River tribe of Indians, on the part of said tribe, were read the first time; and

Ordered, That the said articles, with the message and documents, be referred to the Committee on Indian Affairs and printed in confidence for the use of the Senate.

The articles of agreement and convention made and concluded at Calopovia Creek, Douglas County, Oregon Territory, this 29th day of

November, 1854, by Joel Palmer, superintendent of Indian affairs, on the part of the United States, and the following named chiefs and heads of the confederated bands of the Umpqua tribe of Indians and of the Calapoocas, residing in Umpqua Valley, to wit: Napesa, a Louis head chief, Peter or Injice, Tas-yah or General Jackson, Bogus, Nessick, Etna-ma or William, Cheen-len-ten or George, Nas yah or John, Absaquail or Chenook, Jo and Tom, they being assembled in council with their respective bands, were read the first time; and

Ordered, That the said articles, with the message and documents, be referred to the Committee on Indian Affairs and printed in confidence for the use of the Senate.

The articles of convention and agreement made and concluded at the council ground opposite the mouth of Applegate Creek, or Rogue River, in the Territory of Oregon, on the 18th day of November, 1854, by Joel Palmer, superiutendent of Indian affairs, on the part of the United States, and the chiefs and headmen of the Quil si-eton and Na-hel-ta bands of the Chasta tribe of Indians, the Cownantico, Sa-cher-i-ton, and Na-al-ye bands of Scotons, and the Grave Creek band of Umpquas, to wit: Jestul-tut or Little Chief, Ko-ne-che-quot or Bill, Se-seb-che-til or Salmon Fished, Kul-ki-am-i-na or Bushhead, Te-po kon-ta or Sam and Jo, they being authorized thereto by said united bands, were read the first time; and

Ordered, That the said articles, with the message and documents, be referred to the Committee on Indian Affairs and printed in confidence for the use of the Senate.

Mr. Stuart, from the Committee on Finance, to whom was referred, the 8th February, the nomination of Robert I. Atkinson, reported. Whereupon

Resolved, That the Senate advise and consent to his appointment, agreeably to the nomination.

Mr. Mason, from the Committee on Foreign Relations, to whom was referred, the 8th instant, the nomination of Samuel S. Cox, reported. Resolved, That the Senate advise and consent to his appointment, agreeably to the nomination.

Mr. Stuart, from the Committee on Commerce, to whom were referred, the 14th instant, the nominations of Robert H. Swift and Oliver H. Perry, reported.

Whereupon

Resolved, That the Senate advise and consent to the appointment of the said persons, agreeably to their nominations respectively.

Mr. Dodge of Iowa, from the Committee on Public Lands, to whom was referred, the 14th instant, the nomination of Peter T. Crutchfield, reported.

Whereupon

Resolved, That the Senate advise and consent to his appointment, agreeably to the nomination.

Mr. Shields, from the Committee on Military Affairs, to whom were referred, the 8th instant, the nominations of William P. Trowbridge, James B. McPherson, James W. Ripley, Alfred Mordecai, William R. Boggs, Charles F. Smith, Harvey A. Allen, Robert B. Thomas, Oliver D. Greene, William A. Nimmo, Stephen H. Weed, Joseph Updegraff, and Philip H. Sheridan, reported.

Whereupon

Resolved, That the Senate advise and consent to the promotion of the said persons in the Army of the United States, agreeably to their nominations respectively.

The following message was received from the President of the United States, by Mr. Webster, his secretary:

To the Senate of the United States:

I transmit to the Senate, for its consideration with a view to ratification, a convention between the United States and His Majesty the King of the Kingdom of the Two Sicilies, relatives to the rights of neutrals during war.

I transmit to the Senate, for its consideration with a view to ratification, a convention between the United States and His Majesty the King of the Netherlands, upon the subject of the admission of the United States consuls into the ports of the Dutch colonies.

The convention between the United States of America and His Majesty the King of the Kingdom of the Two Sicilies, signed at Naples 13th January, 1855, was read the first time.

On motion by Mr. Mason,

Ordered, That the convention, with the message, be referred to the Committee on Foreign Relations and printed in confidence for the use of the Senate.

The convention between the United States of America and His Maj. est the King of Netherlands, done at The Hague, the 22d day of January, in the year of our Lord 1855, was read the first time.

On motion by Mr. Mason,

Ordered, That the convention, with the message, be referred to the Committee on Foreign Relations and printed in confidence for the use of the Senate.

Mr. Sebastian submitted the following resolution; which was consid ered, by unanimous consent, and agreed to:

Resolved, That the President be requested to return to the Senate the resolution of the 19th instant, advising and consenting to the appointment of Samuel H. Montgomery to be agent for the Choctaw Indians. Mr. Sabastian, from the Committee on Indian Affairs, to whom were referred, the 8th instant, the articles of agreement and convention with the Wyandot tribe of Indians, reported them without amendment.

The articles of agreement were read the second time and considered as in Committee of the Whole; and no amendment being made, they were reported to the Senate.

Mr. Sebastian submitted the following resolution for consideration: Resolved (two-thirds of the Senators present concurring), That the Senate advise and consent to the ratification of the articles of agreement and convention made and concluded at the city of Washington on the 31st day of January, 1855, by George W.
