MAINLAND, Clerk and to ff Director (II) LEGISLATIVE BRANCH APPROPRIATIONS FOR FISCAL YEAR 1985 WEDNESDAY, FEBRUARY 1, 1984. Mr. FAZIO. We will now commence hearings on the fiscal year 1985 budget request for the various Legislative Branch agencies under the jurisdiction of the Subcommittee on Legislative Branch Appropriations. Before I begin, I would like to welcome the other Members of the Subcommittee: Dave Obey of Wisconsin, Jack Murtha of Pennsylvania, Bob Traxler of Michigan, Lindy Boggs of Louisiana, Jack Hightower of Texas, Jerry Lewis of California, who is the ranking minority member, Silvio Conte of Massachusetts, who is the ranking minority member on the Full Committee, John Myers of Indiana, and John Porter of Illinois. And we have the Chairman of the Committee on Appropriations, Jamie Whitten of Mississippi, who is an exofficio Member of the Subcommittee. The budget that we are going to consider totals $1,297,585,000. This does not include $285,637,000 in Senate items which will be considered in the other body. With the Senate included, the total budget for the Legislative Branch would be $1,585,222,000. Of the portion of this budget which will be considered by the Subcommittee, $729,595,000 is for Congressional operations-this is an increase of $10,070,200 over the $719,522,800 (+1.4 percent) already enacted for Congressional operations in fiscal year 1984 (Senate included). If the supplementals being requested for fiscal year 1984 are included, the request actually represents a decrease of $30,072,800 (-4.0 percent) under 1984. The balance of the funds requested, which total $567,992,000, support statutory and administrative responsibilities of the Executive Branch and for the public. These activities are conducted by such agencies as the Library of Congress, Copyright Royalty Tribunal, Botanic Garden, Government Printing Office, and the General Accounting Office. The Subcommittee will also consider fiscal year 1984 supplemental requests of $172,964,000. Of this amount, $21,705,000 is for increases in Wage Board pay, Civilian Pay Act, and the government share of social security contributions for Legislative Branch employees. We also have $151,259,000 requested for additional supplemental items of a program nature. Mr. TRAXLER. Mr. Chairman, before you proceed, would you tell me how much in title I and title II? Mr. FAZIO. Yes. Mr. TRAXLER. Could you tell me what the amount for title I would be? |
