thought proper to institute, as to the nature and extent of the evils unhappily existing in the disturbed districts of that country; and I have no doubt that you will see the expediency of pursuing your inquiries in another Session

I continue to receive from all Foreign Powers the strongest assurances of their friendly disposition towards this country, and you may rely on My endeavours being invariably directed to the maintenance of general peace, and to the protection of the interests and the extension of the commerce of My subjects.

Gentlemen of the House of Commons,

I thank you for the supplies which you have provided for the service of the present year, and especially for the grants which you have so liberally made in furtherance of the interests of religion, and in support of the splendour of the Crown.

I am fully sensible of the advantages which may be expected to arise from the relief you have afforded to some of the most important branches of the national industry.

My Lords, and Gentlemen,

I have the greatest satisfaction in repeating to you my congratulations upon the general and increasing prosperity of the country.

I am persuaded that you will carry with you into your respective, counties the same spirit of harmony which has distinguished your deliberations during the present Session; and thai you will cultivate among all classes of My subjects those feelings of content and of attachment to the Constitution, upon the continuance and diffusion of which, under Providence, mainly depends, not only individual happiness, but the high station which this kingdom holds among the nations of the world.

WHEREAS by an Act, passed in the fourth year of His present Majesty's reign, intituled "An Act to authorise His Majesty, under cer"tain circumstances, to regulate the duties and drawbacks on goods imported or exported in foreign vessels, and to exempt certain foreign "vessels from pilotage," His Majesty is authorised, by and with the advice of His Privy Council, or by Ilis Majesty's Order or Orders in Council, to be published from time to time in the London Gazette, to authorise the importation into or exportation from the United Kingdom, or from any other of His Majesty's dominions, of any goods, wares, or merchandise, which may be legally imported or exported in foreign vessels upon payment of such and the like duties only, and with the like drawbacks, bounties, and allowances as are charged or granted upon similar goods, wares, or merchandise when imported or exported in British vessels; provided always, that, before any such Order or Orders shall be issued, satisfactory

proof shall have been laid before His Majesty and His Privy Council, that goods, wares, and merchandise imported into or exported from the foreign country in whose favour such remission of duties, or such drawbacks, bounties, or allowances shall be granted, are charged with the same duties, and are allowed the same drawbacks, bounties, or allowances when imported into or exported from such foreign country in British vessels, as are levied or allowed on similar goods, wares, and merchandise when imported or exported in vessels of such country: and whereas by an Act, passed in the present session of Parliament, intituled "An "Act to indemnify all persons concerned in ad

vising, issuing, or acting under a certain Order "in Council, for regulating the tonnage duties on "certain foreign vessels; and to amend an Act of "the last session of Parliament, for authorising

His Majesty, under certain circumstances, to

regulate the duties and drawbacks on goods im"ported or exported in any foreign vessels," His Majesty is authorised (in certain cases), by and with the advice of His Privy Council, or by His Majesty's Order or Orders in Council, to be published from time to time in the London Gazette, to permit and authorise the entry into any port or ports of the United Kingdom of Great Britain and Ireland, or of any other of His Majesty's do-. minions, of any foreign vessels, upon payment of such and the like duties of tonnage only as are or may be charged or granted upon or in respect of British vessels; and whereas satisfactory proof has been laid before His Majesty and His Privy Council, that goods, wares, and merchandise, imported into or exported from the ports of Norway, are charged with the same duties, and are allowed the same drawbacks, bounties, or allowances, when imported or exported in British vessels, as are levied or allowed on similar goods, wares, and

merchandise when imported or exported from Norway in Norwegian vessels; and that British vesselsare charged with no other or higher tonnage duties on their entrance into the ports of Norway, than are levied on Norwegian vessels; His Majesty, by virtue of the powers vested in him by the Acts above recited, and by and with the advice of His Privy Council, is pleased to order, and it is hereby ordered, that, from and after the date of this Order, Norwegian vessels entering the ports of the United Kingdom of Great Britain and Ireland, in ballast or laden, or departing from the ports of the said United Kingdom, together with the cargoes on board the same, such cargoes consisting of articles which may be legally imported or exported, shall not be subject to any other or higher duties or charges whatever, than are or shall be levied on British vessels entering or departing from such ports, or on similar articles when imported into or exported from such ports in British vessels; and also that such articles, when exported from the said ports in Norwegian vessels, shall be entitled to the same bounties, drawbacks, and allowances that are granted on similar articles when exported in British vessels :

And the Right Honourable the Lords Commissioners of His Majesty Treasury are to give the necessary directions herein accordingly.
