The regulations in this pamphlet have been published in the Federal UNITED STATES. COAST GUARD UNITED STATES GOVERNMENT PRINTING OFFICE WASHINGTON: 1957 This publication contains the amended international Regulations for Preventing Collisions at Sea, 1948, which are to be followed by all public and private vessels and seaplanes of the United States while navigating upon the high seas and the rules to prevent collisions to be followed by all vessels while navigating upon certain inland waters of the United States after January 2, 1957. Related laws and regulations affecting navigation in coastal inland waters under the cognizance of the Coast Guard have also been reprinted herein. This publication replaces "Rules to Prevent Collisions of Vessels and Pilot Rules for Certain Inland Waters of the Atlantic and Pacific Coasts and of the Coast of the Gulf of Mexico," CG-169, dated March 1, 1955. It includes all the changes and amendments to the rules to prevent collisions for the high seas and for certain coastal waters of the United States enacted by Congress or published in the Federal Register through January 2, 1957. Vessels and seaplanes navigating the high seas will be required to follow the International Rules, while vessels navigating inshore of the boundary lines dividing the high seas from the inland waters will be required to follow the Inland Rules and the pilot rules established pursuant thereto. Seaplanes are not provided for by the latter rules, but Civil Air Regulations (14 CFR 60.22 and 60.23) which govern seaplanes upon the navigable waters of the United States conform to the Inland Rules applicable to vessels. The International Rules were revised at the 1948 International Conference on Safety of Life at Sea at London and enacted by the 82d Congress as Public Law 172 with the authorization that the effective date of these rules be proclaimed by the President.
