Since the publication of the Author's work " On Ship Lights and the Rule of the Road at Sea," new Regulations have been issued by the Lords of the Admiralty respecting Lights and Fog Signals to be carried and used by Seagoing Vessels, and which are here published as an Appendix to that work.

The New Regulations which are to be carried into effect on and after the 1st day of October next (1858), are complete in themselves and perfectly independent of the former ones, which are expressly revoked by them from and after the preceding 30th of September.

NEW KEGULATIONS.

A Detailed account of the History and Progress of the Legislative Enactments and Regulations relating to the use of Ship Lights having been given in the Author's Work on that subject, it will be sufficient here briefly to remind the reader, that according to the old Maritime Law' there was no general obligation imposed upon a merchant vessel to carry lights, although from peculiar circumstances, such as the darkness of the night, the state of the weather, &c.,' it might only be a prudent and proper precaution to exhibit them; and such a precaution the law would, under those circumstances, consider necessary to be adopted independent of any legislative enactments, in order to entitle parties to recover damages for any injury they might have sustained at that time.

This subject appears to have been first noticed by the Legislature in the 9 & 10 Vict. c. 100 (1846); by the 10th section of which Act, the Lords of the Admiralty were empowered, at their discretion, to make regulations respecting the exhibition of lights by steam-vessels.

Availing themselves of the authority thus conferred upon them, their Lordships accordingly, in the year
